AS Ngamuk, Tiba-Tiba Tempatkan Rudal Typhon di ‘Halaman Rumah’ RI

Awal tahun lalu, Amerika Serikat (AS) menempatkan Rudal Typhon di Filipina. Keputusan tersebut merupakan hal yang sangat penting bagi Washington.

Hal ini dijabarkan langsung oleh jenderal senior AS, Mayor Jenderal Marcus Evans, dalam sebuah wawancara di Manila, Senin (21/10/2024).

Dalam pernyataannya, Komandan jenderal Divisi Infanteri ke-25 Hawaii itu menyebutkan sistem rudal Typhon memungkinkan pasukan AS dan Filipina untuk melakukan latihan gabungan pada bulan April. Rudal itu juga dipersiapkan untuk potensi penggunaan persenjataan berat canggih di masa mendatang di kepulauan tersebut.

“Apa yang dilakukannya secara kolektif, memberi kita kesempatan untuk memahami cara memanfaatkan kemampuan itu. Tantangan lingkungan di sini sangat unik dibandingkan tempat lain di kawasan ini,” kata Evans, dikutip Newsweek.

Typhon dipandang sebagai bagian penting dari kerja sama militer di kawasan Indo-Pasifik, di mana ketegangan dengan China meningkat. Bulan lalu, panglima militer Filipina Jenderal Romeo Brawner Jr. mengatakan ia ingin sistem rudal itu tetap berada di negaranya ‘selamanya’.

Sementara sistem Typhon awalnya dijadwalkan meninggalkan Filipina, tiga pejabat Filipina baru-baru ini mengungkapkan bahwa sistem itu akan tetap berada di sana tanpa batas waktu, meskipun ada keberatan dari China. Sistem itu menembakkan Rudal Standar-6 (SM-6) jarak menengah dan Rudal Serang Darat Tomahawk.

Kehadiran sistem ini terkait dengan kerja sama pertahanan AS-Filipina yang lebih luas, khususnya Perjanjian Kerja Sama Pertahanan yang Ditingkatkan (EDCA). Ditandatangani pada tahun 2014, EDCA memungkinkan pasukan AS untuk mengakses pangkalan militer Filipina yang ditunjuk secara bergiliran.

“Itu adalah operasi yang sangat penting karena Anda harus bekerja di lingkungan tersebut, tetapi yang terpenting, Anda bekerja bersama mitra kami di Filipina untuk memahami bagaimana hal itu akan diintegrasikan ke dalam operasi mereka,” tutur Evans.

Tekanan yang muncul dari China atas sengketa teritorial di Laut Cina Selatan telah mendorong Filipina untuk meningkatkan pertahanannya. Tercatat, kedua militer seringkali terlibat dalam bentrokan skala kecil lantaran klaim teritorial yang tumpang tindih.

Menteri Luar Negeri China Wang Yi berpendapat bahwa keberadaan rudal AS di kawasan tersebut dapat merusak perdamaian dan meningkatkan ketegangan. Ia mengatakan bahwa “tidak sesuai dengan kepentingan negara-negara di kawasan” untuk melakukan hal itu.

Evans mengindikasikan bahwa kerja sama militer AS-Filipina akan terus meningkat, khususnya melalui latihan gabungan seperti Salaknib, yang akan menampilkan teknologi canggih AS, yang dijadwalkan tahun depan. Latihan tersebut bertujuan untuk meningkatkan kesiapan tempur dan akan diperluas cakupannya.

“Secara konseptual, latihan ini dijadwalkan akan menjadi latihan yang lebih besar dan lebih kompleks. Kami juga berencana membawa peralatan baru untuk berlatih bersama rekan satu tim tentara Filipina kami yang tahun lalu tidak kami miliki,” tambah Evans.
